Anyone remember the tatters left behind when George Bush announced his "No Child Left Behind" endeavour, that did the exact opposite?

Apparently, recycling is popular: Mayor David Miller went one step further:-
"And I will remain committed to the idea that no individual, no community, no neighbourhood can be ignored, marginalized or left behind."
